The city don’t care. It would cost the city more money to investigate the cause and file an order with the courts to recoup the fees than to just let the tax payer deal with it.

Just a curiosity. I wonder if there was a place you could go to light fireworks off, say like a park, would there be less fires. Also with more than a million people in the city, people don’t want to deal with the traffic going to the burbs or to the water front to see fireworks.

You’re speaking with common sense. But the question is how do you prevent fires from happening when people don’t want to follow the rules. Then you have under income people who should be allowed to enjoy the holiday with fireworks but can’t afford to go anywhere. I’m sure there are many more scenarios, but there needs to be more fire and police.
