Why is Ethanoic acid a weak acid?

The conjugate base is resonance stabilized and I was thinking the electronegativity of the oxygens would pull electron density away from the c-h bond? So why is it a weak acid? What am I missing?

Do water molecules struggle to dissolve it perhaps?

Can’t find any answers online and this is bugging me now
