Water can dissolve crystals, why can't it do so with ice?

An ice crystal lattice is held together with molecular hydrogen bonds (?). Why is it that room temperature water (when ice is placed in it) doesn't overcome these bonds with its own dipole moments? I understand ice's temperature is below the molecule's melting point, but water can dissolve other crystals that are at temperatures below their own melting point. Thanks.
