Cage Width Sizing Question

Hello, so a few days ago I got a silicone cage, that is 35mm diameter for the cage width. The problems that I found it pretty difficult to get in. I could only get in using cream or coconut oil. My dick, fully soft is 12cm circumference which means it’s 38mm width. What cage size should I get, should it be 38mm? Larger?
