Fitting Question: what’s my problem here?

Bought new cage. 45mm base ring with 85mm tube. I am a bit of a grower so sizing for a cage is going to be trial and error. The base ring / cage seems to be sliding down the shaft or the cage is pulling the base ring. Is my problem that the base ring is too big and I need to go smaller or is it that I need a larger/longer cage? Any help greatly appreciated.
