Honestly, Leo is a bigger threat to keeping magic a secret than anyone else on the show. He literally has orbed multiple times in open & public places where it would be far too simple for someone to be causally walking by and see him. Granted, I know Leo has his sensing power & can cloak himself but the show never tells us that is what he is doing in the moments. Plus in some of these instances, Leo was seen by main characters so he probably wasn't cloaked.

In Pre-Witched, he bumps into Piper & Prue "randomly" before orbing away while standing on the sidewalk.

He tried to orb away at the end of Oh My Goddess Pt2. while standing on The Manor's porch.

In Love Hurts, he orbed away in broad daylight after being shot by Alec. I know this was an extreme situation.

He also orbed onto that bridge, which was over a busy highway, in Murphy's Luck to save the girls from that Spirit Killer Darklighter.

He orbed into Darryl's police station in Wrestling With Demons. Yes, he could have sensed that no one was in that room but the door was open so anyone could have been looking in there.

And don't get me started on all the time Piper freezes a room & Leo leaves before she unfreezes it.
