I apologize if this isn't a proper post for this subreddit but I don't know where else to go. About 2 years ago a guy reached out to me on Ancestry, we both did the DNA kit and come to find out we're 2nd cousins. The reason he reached out to me was due to the fact he was adopted and has no idea who his parents are/were. All he knows is he was born in Oct. 1971 at Charleston Memorial Hospital and was adopted through Children Home Society of West Virginia.

He reached out to the adoption agency but due to WV adoption laws (which to be honest are pretty messed up) he can't get a copy of his original birth certificate or even find out the names of his biological parents. I really want to help him as I think anyone who was adopted at birth has the right to know who their biological parents were and their heritage.

Any suggestions of who he might be able to reach out to as well or is this a hopeless endeavor?
