Worth it to apply to T-10s

I have a 3.85 uw, 4.5 w and act is 31 with stem score of 33. But my ecs are very very good I have many international and national awards and many other impactful ecs. Do you think it’s worth my time to apply to unis like Cornell with my low act and low gpa compared to competitors?
