“Hurricane Verizon”

Is it normal for Verizon to force everyone onto B13 during the time of a power outage?
Verizon has b2/5/13/66/n2(dss)/n77 on my nearby macro site, but Hurricane Milton has decided to knock the power out and left users on slow and congested b13 LTE. I tried powering off my phone & airplane mode, neither of them worked.

Correct, but that is more a DHS/public safety requirement ( oversized)
And yes I know they have refueling plans, but what if that route meant taking I40, that now washed out, just for discussion sake. That's why COLTs and other portables exist.
