Advice wanted please.

I want to install a CB radio in my garage. I live in a HOA so I cannot mount an antenna on the exterior of my home nor my attic. I can put it near a window or an exterior wall. I live in the USA if that makes a difference for your advice.
I would like advice on what radio to purchase and what kind of antenna. I understand from some research this is not ideal and likely sucks but I still want to try.
I have a sds100 scanner but I would like to try and talk as well.
