I have a question about my 16 month old female who is fixed

Like it says my 16 month old kitten is fixed. About a month ago she started behaving like she was going into heat again, crawling on the ground, rubbing on everything and making her little thrilling noises. I just returned back from the vet and he seemed offended that I could even suggest that she could have not been fixed properly. Has anyone else ever had this happen? Should I get a second opinion?
