Is My New Cat Playing or Fighting?

I got a new cat a couple weeks ago and had some trouble getting them adjusted but they now seem to tolerate each other. Both cats wander the house and neither seem scared which is huge to me since I heard that can happen when introducing cats. However, they have been getting in to fights occasionally but I'm wondering if they're actually fighting or if one is just trying to play.

One cat I've had for a long time, she's 7 years old and the new cat is 1. What seems to cause these fights is the younger cat sneaks up on the older one and pounces. His ears aren't back, fur isn't raised and no teeth but he does raise a paw as if hes going to slap her. The response from the older cat is growling and hissing. When she does that, the younger cat backs off and often runs away.

I can't tell if the younger cat means harm or is just trying to play. After this happens they both go back to what they were doing before and neither seem scared. Any thoughts or advice would be appreciated
