Why does my cat stretch out her paws when i rub their belly?

I have a cat that lays down and shows their belly. I pat their chest/belly/stomach area to me. He doesn't mind me patting it's area. I noticed that as well as them purring, they also stretch out their paws as well. Why does the cat do this? Is it good or bad?
