Help - creating an outdoor litter area, which material for litter?

Hi,

My 2 cats have taken to pooping in the neighbours flower beds and I feel really bad about it as this isn't nice for anyone.

I would therefore like to set up a litter tray outside that is appealing for the cats to use in our garden so I can manage the poop myself.

I was wondering what you would use for the litter? We live in a wet climate so putting litter outside will become a mess quickly. I have heard sand might be alright, but what about something like small bark chippings?

I feel this would be better as it would drain easier through the container than sand, as it would need to be in a container as I have no soil in my yard.
