No ammo in aircraft carrier armories?

I have opened two armories in the aircraft carrier and both were full of magazines, ammo boxes and some weapons.
Except Every.Single.One was completely empty!!
What gives? Did i just get unlucky to have two armories on the same ship be devoid of any ammo? What even is the point of having like hundreds of the same magazines there?
I’m not asking for thousands of rounds but come on…
