Crash on game load

Fresh install. This started when I was using the catapult launcher. Both characters I had crashed on loading a saved game. It would get through all the lists of items and shit loading but right before as it loads the screen? Hard crash to desktop. So I deleted catapult and did a reg install. Same fucking shit. What is happening? No error codes or anything.
Edit: Not sure if a coincidence but only happens to characters who start in the evac shelter.
