Survivor's Station Unit does not function as a welder?

So i found this in a survivor encampment installed on a vehicle. The description says that it can function as a welder, yet i cannot repair or install anything with it that requires welding. (I am trying to repair vehicle parts and install a forklift arm, just like i can with a welding rig)
And yes, it is getting power via installed batteries.
