how do i repair my game?

i installed mods incorrectly, now my game works but it keeps reacting wrong to some inputs. everytime i reinstall it on steam, the exact same folders and files are being installed. for example: i have the modded version installed, accidentally deleted bepinex folder files and after reinstalling the whole game the modded version, there are no new files in that folder. no change at all. as if steam synchronizes my user data PLUS game files. pls help. i want to reinstall the game with the complete default files except - which is normal - my user data, say, cars, money and bought racetracks.
