Why do some cars have stronger engine braking than others?

I learned manual through ProShift and I was driving a 2007 Ford Fusion. Releasing the gas pedal would cause a dramatic slow down, almost as if the brake were applied a bit.

I currently drive a Honda Accord with the 2.0T engine and I noticed that the RPM drops very slowly and the car doesn't slow down much. I do rev-matching when downshifting but I need to help it with brakes. If don't rev-match, and instead release the clutch very very gently and smoothly, the car slows down faster. But that seems to upset the balance of the car, really noticeable on ice or snow.

What factors play a role in how strong the engine braking is?
