Multiple closed restaurants?

My gf and I are on vacation and staying in Monterey this week. We decided to drive down to Carmel for breakfast around 10am. We were going to try the Hidden Gem Restaurant, but was surprised to see it completely closed despite Google saying it was open. We walked around and noticed that while shops/ other businesses were open, almost all restaurants and cafes (barring a few) were closed. Is this due to it being the off season or was it just bad timing?
