Should I stay at a job after getting a promotion in title only?

I'm getting a promotion soon but I was informed that the salary increase won't come through till next spring. The more I think about this the angrier I am getting. I've been labeled "acting" for the last 10 months and finally am having the "acting" dropped from my title. So now I'm officially the position I've been doing the work for since last fall. In the spring I got a nice raise but it wasn't based on the pay scale for the position I've been doing. So I'm going to have been doing the work of a higher position without being paid for it for almost 18 months. The job market up here is nuts and I know I can get another job... Pros and cons of moving in? Thanks!
