Have you ever been paid less than what is on the offer letter, and if so, how did you approach it.

On the offer letter, I get a yearly salary quotation. However, they pay out biweekly at hourly rates of 40hrs/week. The issue is the hourly rate of compensation doesn't match the expected monthly compensation. Am I being cheated out on wages or is it that I am not aware how salaries are computed?
