Pulled over by police on the isla mujeres ferry bridge asked to pay 3,500peso

Traveling with a group of 7 we’ve rented 2 cars. On trip back from isla mujeres ferry dock to Cancun both rental cars were pulled over for speeding. (Which we weren’t, as lost tourist we were the slowest moving in the traffic since we were looking for our turn off) the drivers licenses were taken by the officers and were told that we would have to go to the police station to pay the fine with the issued ticket where we would also have to collect our driving license that he was going to take. The officer said that we could pay the fine directly to him and that it would be less expensive than if we were to pay at the station. We told him that we wanted a legit ticket and to pay at the station and then he let us off without issuing a ticket. Our family in the second car decide to pay the officer directly and payed 3,500pesos.

Anyone have a similar experience? What have you done? I have read in Mexico law guilty until proven innocent, so do we just pay these steep tourist tax? I wouldn’t have made a post if we were actually in the wrong or speeding I am just genuinely curious , as renting a car has been a nightmare.
