Why don't governments build housing themselves and lock in rent prices to lower the market?

I have seen this done in other countries, Singapore and Vienna being good examples. The Gov't owns/builds property and rents them out at fixed rates. Over time the rent prices of privately owned rental suites fall as publically owned rental suites set lower prices.
It's not a cure-all solution, but it's better than nothing.
