This is unnecessary hierarchal thinking. If the perks of working from home can be enjoyed by all members of staff, why shouldn't they be? Especially if management isn't on site to provide guidance and support. This sort of crap only 'benefits' management insofar as it disempowers workers, which hurts retention and morale for the workplace, and quality of life for the worker.
