IT guys, I feel for you. You are not alone...
x-post (ish) from /r/techsupportgore/ ...
We patched the panels into a temporary stack of switches...
...and then re-patched the original switches (still not perfect, but a whole lot better.)...
...We later discovered that the building had been retrospectively flood wired with STRANDED cable and if you so much as sneezed near a patch panel you were likely to make a phone or two drop off the VoIP network.
...I miss that place.
