Terrible onboarding, should I stay or go?

I was promoted into our BA department as a J. BA 7 months ago. I know the tasks the Jr does, and it’s also listed in my job description. the problem is I’m not even doing my job description to the point I can’t even update my LinkedIn.

My job is based out of a different state and I’m the only one in my state so I do understand that can make training difficult but not impossible. My leadership doesn’t check in, have one on ones or even try to develop me at all despite conversations.

I decided to take my training in my own hands and signed up to become master in excel and doing the ECBA cert through IIBA. Not sure if it’ll do anything but I’m just desperate at this point.

My job does have me doing a training rotation of all the departments and I do see the value of that but it’s going to take 8 months to complete so at my one year mark I’ll still have no experience on the actual role of BA like requirements, BRD, etc .

My job also pays like shit so I’m getting antsy because this just feels like I’m getting behind by not being trained and possibly needing to start all over somewhere else. I’m open to the idea of leaving if it means I’ll be developed but this job just doesn’t give a shit.

My training rotation will end in January, and my goal was to complete the BA Cert and Excel and then apply elsewhere in June, but do I even need to wait that long ? Should I just cut my losses now and make up for lost time somewhere else ?
