In the late 90s and early 2000s I feel like there wasn't anything in place to stop bullying or people didn't care

I remember in elementary, middle, and some of high school having to put up with bullies. I went to a small town school in cowpoke middle of nowhere Upstate NY. It didn't seem like there was anything to really stop them. It seemed like teachers and school administrators didn't care/didn't get involved. If you ever tried to fight back you got in trouble. I remember one time I went home crying from the bus stop. My dad saw this and went up to the guy that was bullying me and bitch slapped him. He smacked the guy in the face with an open hand and knocked the guy's glasses off. I think this was one of the few times anyone in the school got involved. It also resulted in me getting a lot of hate and made the bullies act worse. My dad got in trouble for hitting a minor. The only time I fought back was with this one guy Albert. Him and his friends would take my books off the floor and throw them across the hallway. I just remember one time him and his friends standing around me and I snapped. I shoved him into the locker and he smacked his head. His friends had to hold him back from fighting me. Thankfully I didn't actually get in trouble for that. It wasn't until I was a junior in high school when people respected me more and didn't bully me. I had one former bully come to me and apologize years later. I made friends with another one of my bullies after I graduated college. Anyone else here go through a similar type of thing where adults didn't seem to give a shit/didn't get involved? Is it still like this or are there more initiatives taken to help bullying victims at school?
