What will you be doing with this PC? Be as specific as possible, and include specific games or programs you will be using.

Gaming mostly and a bit of programming here and there. Currently playing Overwatch, League, Starcraft and hoping to play Battlefield V when it comes out. Current PC can't handle BF1 at the moment so can't really play all the games I want either.

What is your maximum budget before rebates/shipping/taxes?

£1500-2000 roughly I think.

When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.

Probably Christmas time for sure when I have enough information about the new Intel CPU's and Nvidia GPU's once benchmarks are done but just want to see what PC I could get if I build immediately.

What, exactly, do you need included in the budget? (Tower/OS/monitor/keyboard/mouse/etc)

Everything but keyboard, mouse, headset and monitor but ideally I want to be getting a 144hz monitor in the budget somewhere as I am currently on 60hz.

Which country (and state/province) will you be purchasing the parts in? If you're in US, do you have access to a Microcenter location?

Will you be overclocking? If yes, are you interested in overclocking right away, or down the line? CPU and/or GPU?

Yes straight away ideally.

Are there any specific features or items you want/need in the build? (ex: SSD, large amount of storage or a RAID setup, CUDA or OpenCL support, etc)

I'm thinking of either going for the 1080ti or 2080 as I think my budget can handle it but not fully sure and depends on the benchmarks.

Do you have any specific case preferences (Size like ITX/microATX/mid-tower/full-tower, styles, colors, window or not, LED lighting, etc), or a particular color theme preference for the components?

None just a full tower PC really. A nice matching colour scheme (don't mind the colour) would be appreciated but I want to prioritise raw performance over anything and don't really care if it doesn't match as I prefer a longer lasting computer than a nicer looking one.

Do you need a copy of Windows included in the budget? If you do need one included, do you have a preference?

I have a digital license tied to my Microsoft account so not sure if that will be able to be used when I get this PC. I'm moving over the SSD that has Windows installed anyway but might do a full fresh reinstall for this PC and use my digital license hopefully. If this won't work then yeah, I will need a copy of Windows but have been told they aren't that expensive from third party sellers.
