I just want an entry level to run a sim rig with iracing and asseto corso

I have a Logitech wheel and pedals set with a basic race rig, I want to start to build a PC thats gonna get me set up to play iracing and asseto corso, don't want to spend too much so hoping to do it with some basic parts that can be upgraded along the way if I like it. What would be the basic requirements of a PC to run both those games and maybe wreckfest? Are second hand parts a good option?
