What will you be doing with this PC? Be as specific as possible, and include specific games or programs you will be using.
Will be used for gaming, Netflix, Casual use and the such. Currently I only play LoL and Rocket League but that's only because I'm on a walmart potato I bought back in 2013. I want a rig that can handle new games as they come out(at max would be cool) and be viable for 5-10 years ideally. I intend on getting VR at some point but will probably hold out until I can afford to drop the bills for the Steam Index.
What is your maximum budget before rebates/shipping/taxes?
My ideal maximum budget is $1800, I'd prefer to spend around $1600 but I can probably go up to $2200 if it seems appropriate. I've been using a potato laptop for years because I was always traveling but now I'm married and settling down with kids so I want a rig that will last.
When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.
I have been ready to pull the trigger for a week and a half but an emergency in the family has kept me too busy to look into building. The last time I built a rig was 12 years ago so I know how to do it, I just have no idea what is good anymore.
What, exactly, do you need included in the budget? (Tower/OS/monitor/keyboard/mouse/etc)
This budget is strictly for the tower, I have allocated other funds to buying the OS, I have a 42in Samsung TV I intend to use as a monitor until a later date. I have a shitty keyboard and mouse right now but once I get the heavy lifting done I'll do my own research on gaming mouses and mechanical keyboards.
Which country (and state/province) will you be purchasing the parts in? If you're in US, do you have access to a Microcenter location?
I don't know what a Microcenter is, I live in a small town in Montana/USA. The closest major city is Billings an hour away but we get fedex/ups/usps all that here where I live.
If reusing any parts (including monitor(s)/keyboard/mouse/etc), what parts will you be reusing? Brands and models are appreciated.

Will you be overclocking? If yes, are you interested in overclocking right away, or down the line? CPU and/or GPU?
As I said, I want this computer to have a long life so I don't want to ever overclock it. That's why I'm flexible to spend a little more money if it seems worth it.
Are there any specific features or items you want/need in the build? (ex: SSD, large amount of storage or a RAID setup, CUDA or OpenCL support, etc)
I had been looking at the Ryzen 7, I was an intel fanboy most of my life but my friends and family in the pc world tell me they believe AMD is the future and I trust them. I know I want an SSD, I was thinking 500gb is probably more than I need and I can just pick up few TB external for storage.
Do you have any specific case preferences (Size like ITX/microATX/mid-tower/full-tower, styles, colors, window or not, LED lighting, etc), or a particular color theme preference for the components?
I don't need any bells or whistles, the tower wont be visible inside a cupboard in my computer desk. One thing I am worried about though is cooling, since it will be in a cupboard in my computer desk.
Do you need a copy of Windows included in the budget? If you do need one included, do you have a preference?

Extra info or particulars:
When I was trying to build this on my own on partpicker, it was a common warning that some motherboards might need a bios reset when using newer CPUS so I would need an old CPU to do so. I don't have an old cpu, so that's why I'm posting here. I need a rig where I can just plug it all together, install the OS, and have it up and running. I live in a small town so I can't really just go to an electronics store and buy a part with ease.
