(CAD) 3 - 4k budget - Need some help deciding some things please

I do want to mention that I also have USD, if it is possible to buy parts and have them shipped to Canada?

So a few things I canā€™t come to decide is Intel now or AMD Ryzen then upgrade later. Also GPU, I donā€™t really know if the new RTX 2080 TI is worth it or if i should get a GTX 1080Ti/1070Ti. Thanks allot, greatly appreciated!

What will you be doing with this PC? Be as specific as possible, and include specific games or programs you will be using.

I would like to play games on ultra on my PC and maintain at least 60 FPS. Currently I have 2 Dell Ultrasharp monitors at 2560x1440 and also an LG OLED TV I bought last year thatā€™s supports 4k, which I would like to play my games on.

I will also be using this PC for work, I use photoshop and AfterEffects with regular computer usage. So nothing to crazy here.

What is your maximum budget before rebates/shipping/taxes?

I can spend 3k - 4k CAD but I donā€™t really want to waste money on something that will be little improvement just to have the ā€œbestā€ we all know upgrades come fast.

When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.

This is a hard one, lots of people are saying to go with AMD chipset Ryzen until they come out with an upgrade. On the other hand Intel I9 processors just came out, but sound overpriced and not worth it. I am willing to go with either option, but I feel like I will get a better value from AMD. To answer the question more directly, I can start building asap or wait for Black Friday.

What, exactly, do you need included in the budget? (Tower/OS/monitor/keyboard/mouse/etc)

Everything but monitor, keyboard and mouse. BUT I bought an I7-8700k for a great deal at $400 CAD, I noticed the increase in performance for the new CPU over this wasnā€™t that great so I got it, but then I read about AMD. haha. I can always sell it, but I thought I would mention this.

Which country (and state/province) will you be purchasing the parts in? If you're in US, do you have access to a Microcenter location?

If reusing any parts (including monitor(s)/keyboard/mouse/etc), what parts will you be reusing? Brands and models are appreciated.

Dell Ultrasharp monitors 2560x1440, OLED 4k TV, Naga trinity mouse, Ornata chroma keyboard, Sennheiser Headphones and a Blue Mic.

Will you be overclocking? If yes, are you interested in overclocking right away, or down the line? CPU and/or GPU?

I am open to overclocking, but only if I need to down the line, I donā€™t want to put additional strain on anything if it's not necessary.

Are there any specific features or items you want/need in the build? (ex: SSD, large amount of storage or a RAID setup, CUDA or OpenCL support, etc)

I would like the PC to be future proof, Iā€™ve had my current PC for 6 years now, so I see this an investment but no, no specific features.

Do you have any specific case preferences (Size like ITX/microATX/mid-tower/full-tower, styles, colors, window or not, LED lighting, etc), or a particular color theme preference for the components?

I want the tower to be clean/minimal looking, I like how some have a glass/see through panel on the one side to display everything. LED lighting is fun, not required but I like colors red, blue and black. The most important thing is tower design and cooling over all else though.

Do you need a copy of Windows included in the budget? If you do need one included, do you have a preference?
