What will you be doing with this PC? Be as specific as possible, and include specific games or programs you will be using.
It will be playing my Steam Library. I would say the most demanding will be Skyrim with a whole bunch of graphical mods. I would like to have it at the maximum setting while playing. I also have a tendency of having a large amount of tabs opened in Chrome, so having them be open in the background while playing is a must.
What is your maximum budget before rebates/shipping/taxes?

When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.

What, exactly, do you need included in the budget? (Tower/OS/monitor/keyboard/mouse/etc)
Need a tower (full sized black prefered), OS, a nice mechanical keyboard with volume and media control would be nice, and if there's enough money left over a 21x9 monitor
Which country (and state/province) will you be purchasing the parts in? If you're in US, do you have access to a Microcenter location?

An old cd/dvd reader/burner, media card reader, maybe a floppy drive, a dell 1366 x 768 monitor, mouse

SSD for OS, large HDD for storage, OpenCL support
Do you have any specific case preferences (Size like ITX/microATX/mid-tower/full-tower, styles, colors, window or not, LED lighting, etc), or a particular color theme preference for the components?
Full-tower, black or gunmetal, windowed, LED (red/pink prefered). I mean if you can keep the color theme that would be great
Do you need a copy of Windows 7 or 8.1 included in the budget? If you do need one included, do you have a preference for one or the other?
Yes, no real preference, but if I would have to say, possible 7 for more compatibility.
Extra info or particulars:
Looking for sustainability, something that will be able to hold up without upgrades for a while, and when it finally does need upgrades for them to be fairly simple.
