Need a $700 budget gaming rig for college

What will you be doing with this PC? Be as specific as possible. I'll be doing some casual gaming (Civ5, TF2, CS:GO, JC2, Bioshock Infinite, Minecraft, Dota 2, etc), programming (starting college this fall, CS major), and other regular computer stuff (watching Youtube/Netflix, etc).

What is your maximum budget before rebates/shipping/taxes? $700

When do you plan on building/buying the PC? Sometime between June and August this year.

What, exactly, do you need included in the budget? OS, peripherals, wifi, in addition to the tower. I just need everything that goes in the tower. Monitor, mouse and keyboard, and any other peripherals are not part of the budget.

Which country will you be purchasing the parts in? If you're in US, do you have a Microcenter? USA, no B&M computer stores around.

If reusing any parts (including peripherals), what parts will you be reusing? Brands and models are appreciated. Not reusing anything, all new.

Will you be overclocking? If yes, are you interested in overclocking right away, or down the line? CPU and/or GPU? I don't plan on overclocking any time soon. If I do, it'll be down the line if I upgrade parts.

If there's any specific features you want/need from the rig, please list them. I'd like to be able to play games like B:I, MC, and Dota 2 in 1080p with at least 60 FPS. Blu-ray drive too, if it fits in the budget.

Do you have any specific case preferences such as a window or LEDs, or do you have a preference for low-noise components? I'd like something a bit low profile that would be easy to move in and out of a dorm room for LAN parties. Windows, LEDs, and other niceties are not needed. Low-noise would be nice, but is sacrificable if it does not fit in the budget.

Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? OS is taken care of and need not be included in the budget. Windows 7.
