[Build Help] Looking for a video server for under $8000

I'm not sure if this is the right place but here it goes. I'm looking for a server to host videos for a closed circuit college campus television system. Our budget is $8000. Our previous treasurer was advocating the purchase of a $13,177.00 server which we can't afford (he's also graduated so we don't know who he was going to buy it from). Here are the functions that this server would have to satisfy:

Required Capabilities:

-Video Storage

-Online Scheduling

-Compatibility with Final Cut Server; allow for receiving videos sent from a Apple xServe via Final Cut Server over local university ethernet network

-Play out standard definition video/audio with RCA or BNC connections (no need to generate actual cable television signal)

Additional Possibilities (please specify if possible and at what cost):

-Live Web Stream, embeddable in our website

-Future Compatibility/Upgradability to HD (we currently broadcast in standard definition, 4:3)

I'm decently tech savvy but I really don't know to much about server hardware or how to set one up. Please, and help for direction is appreciated. Thank you so much for commenting!

EDIT: We are looking for a server that will function for 15-20 years and are willing to spend, maximum, $16,000 dollars on it.
