Confused!? 4K gaming on RTX 2060 is (barely, but still) acceptable for me. I'd like to have advice

So, my current GPU is a RTX 2060. I've got a new 4K monitor and want to experience sexy 4K gaming. Throwing on CP2077 4K on high preset (No RT, no optimised settings) with DLSS on Performance, I can get 45 FPS. DLSS Performance mode isn't great and I can see on small details how its calculations are faulty, but I STILL prefer 4K by far over lower resolutions and I still think the game looks great.

I can tell the difference between 1440p and 4K quite easily and really dislike being able to see the pixels, so I won't go change my monitor. I mainly play Singleplayer or party games and need nothing more than 60 FPS. I might swap out my 2nd, old monitor for a 1440p high refresh rate one later if I might ever feel the need to play fast-paced Shooters, but for now I'll stick with 4K.

Of couse, I don't want to stick with DLSS on Performance and also I'd wish to include light RT reflections in my gaming experience. Also, I want 60 FPS, not 45.

Now I am really confused. A few days ago, I made a post here if an RTX 3070 might be enough for decent 4K gaming (and, also if I should wait for 4060 release instead of buying a 3070) and almost everyone stated that th 3070 is not optimal for 4K gaming. I should go for a 3080 or even 3090... Why on earth then is my dear 2060 able to offer at least playable performance for me?? If my 2060 can do 4K with DLSS Performance, shouldn't a 3070 be able to do 4K60 with better DLSS mode (and mayyyybe light RT, but this is optional)?

My issue is that I am limited to Amazon purchases and to their offers. Amazon offers for very few products and in rare occasions the possibility to pay by installments without treating it as a credit debt and without charging interests (I hope I use the correct english terms for this). Also the 3070 is reasonably priced, I assume. 3080s are wayy overpriced (1000€) on Amazon.de. Other online marketplaces with decent prices on 3080 (MSI one for 800€) don't offer the necessary payment method I mentioned.

Now, I'd want to ask again: Do you think an RTX 3070 would be enough for 60 FPS gaming on high settings (or at least medium settings for newer, more demanding games coming out later)? Or should I save my money and really buy a 3080, also later next year? This would mean I have to live with my 2060 for quite some more time. Waiting a few months for a 4060, as another option, would be quite risky because of scalpers, so I think this might be a bad idea? Not to mention we don't even know its msrp...
