Is PSU wattage requirements accurate?

I currently have Ryzen 5 2600x and gtx 1070 ti and Iโm thinking of upgrading to rtx 3070 and ryzen 7 5800x3d and I have a 650w PSU since a while back. The specs of the gpu that Iโm interested in atm, it states that it requires 650w, so does it mean I donโt have to worry about getting a new PSU or should I upgrade that as well just to be safe?
