CPU Memory Controller or Motherboard?

My system wont allow me to boot my ram or any ram past cl 18 like I'm able to post at 3600mhz cl 18 and so on as long as its at least set to cl18, but wont post just goes to to bios after restarting 3 times basically letting me know it wont post with current bios settings, like is my cpu bad or motherboard bad? no reason it shouldn't put out even 3600mhz cl 16
