Fresh Windows install

I am wanting to do a fresh install on Windows on my computer, but I am having trouble getting it to work. I am currently running 10 Pro on my C drive which is a 250GB SSD. I just got a 1TB NVME drive and I want to use this opportunity to wipe my PC and set everything up to use that as the new C drive. I have a NTFS formatted 16GB usb that I'm using as a boot disc, but when I try to install Windows to this new drive, it gives me the error "Windows could not prepare the computer to boot into the next phase of installation." Is there a step I'm missing or something I need to do to get it to work?
