I am using a EVGA GeForce RTX 3080 FTW3 ULTRA GAMING with this power supply. Here is the PCIE cable I am trying to use.

When I plug in the GPU it is not being recognized by the BIOS or Windows. The fans are not spinning, however the RED LEDs near the PCIE cable input are lit up.
List anything you've done in attempt to diagnose or fix the problem.
I know the other PC parts are not an issue as I plugged my 1070 back in and it's working fine. The 1070 only has space for 1 8-pin but the 3080 has space for 3 8-pins.
I believe the issue is the power cable I am using - I am using a single split PCIE cable with an 8 pin and a 6 2 pin (see picture). I have tried just the 8-pin by itself as well as the 8-pin and 6 2-pin together, but still, it is not being recognized. I can see online that it is recommended to have at least 2 different cables, but I would assume that just one 8-pin should be enough to get the 3080 on/detected by the PC.
Could the power cord I posted be causing the GPU to not be recognized at all?

Like the post says I am just trying to determine if the power cable could be causing the GPU to not be detected. I will have to order a new PSU and disassemble a substantial part of my PC in order to test it out with 2 separate 8 pins, so I am just trying to gauge whether there might be another problem before proceeding with that whole process.
