How do you know if parts are compatible

My little brother is looking to build a roughly € 1300 euro pc, and i am trying to help him make the best decisions possible so how do i know for example which CPU's go best with which GPU's and how fast the transfer speed from the RAM has to be in order to support both PU's, im not looking for specific part recommendations but rather at which stats to look to determine wether parts are compatible or not.

He also almost exclusively plays fortnite so i'm afraid he might be overdoing it a bit with a €1300 pc, am i correct or is this reasonable.
