Both Radeon GPU and tp-link pcie wireless adapter not being recognized by computer

Issue from the very beginning was that the monitor wasn't picking up an hdmi input from the gpu. 

Installed Windows 10 64x, updated everything to current. In BIOS, I have pcie selected, not integrated graphics. I have had to run everything through mobo so far to gain access to windows UI. 

The one thing that worked was a complete wipe of all drivers using DDU, then the gpu was recognized by the hdmi cable. However, once I used the Radeon detect install software, once the download began, the screen went completely black and it was back to "No HDMI detected."

Now I'm back to the original issue I had where I'm not sure why the graphics card isn't being recognized when plugged in. Additionally, the pcie wireless adapter card isn't being recognized either, both by the device manager and the company's driver software when I downloaded it manually.
