Newly built PC won’t go passed CPU DXE Initialization in POST

So I’m helping a buddy build his new gaming rig, everything is up and running, fans spinning, water pumping through the AIO, but it boots to the initial POST screen, Del/F2 to go to BIOS menu, but won’t accept Input. Everything is getting power including the keyboard, Q-Code sits on 02 for some time then goes to 64 and hangs there. Specs are as follows:

Ryzen 5 5600X Asus ROG Crosshair VIII Hero RTX 3080 32GB DDR4 3600MHz Corsair Dominator RAM 1TB Samsung 970 EVO M.2 1000W Corsair RM1000x

What we’ve done so far: Reseat all parts Booted with individual RAM sticks Reseated all power cables Cleared CMOS Static Discharge

We get an output from the video card to the monitor, and I can hit CTRL ALT DEL on the keyboard when in this state to reboot the computer. We had it sit on this for about 30min and no change.

It seems like since devices are getting power but it can’t go through the CPU DXE Initialization it’s a potentially faulty CPU. Is there anything else we missed we could try?
