GPU RX570 problem - GPU fan spinning and failing

I seem to be having issues with my GPU - Asus Strix RX570 GPU. One fan is spinning normally and appears to be working as intended. While the 2nd fan is continually failing or dropping out. It will begin to spin and after one revolution it will fail. See photo - https://imgur.com/wMhAuFq
Left fan is spinning while the right doesnt.

I have had the card since 2019. It never runs over 75degrees Celsius. Normal use for gaming and WFH.
I have taken the card out and looked for any cables or parts interfereing with the fan and the GPU housing and everything is clear, nothing is blocking the fan from spinning.

I'm obviously missing something, does anyone know what might be causing this issue?
