RTX 3080 not booting into bios

I have been hunting for one since release day but finally got my hands on one. Installed it with 2 separate 6 2 cables. They are the standard SF 750 psu cables. All parts checked on pc multiple times. 10 hours of checking and rechecking. Bios flashed. VGA indicator led on motherboard is on. Is their anything I am forgetting that could cause this. Reinstalled old GPU just to check and boots into bios immediately.
