CPU running at 0.79Mhz

Woke up one day last week and tried to play a game i normally do and suffered with stupidly low FPS and figured it was a GPU issue, found oud my GPU was running stupid low clock speeds at load much lower than normal, so I fixed that issue, only now do I notice my CPU is stuck around 0.79GHz and won't load over 22%. I have tried all the forums but nothing is working, does anyone have any ideas?

my PC specs are

CPU- i3-8100

GPU-MSI GTX 1650 Ventus 4gb

Ram- 8Gb

Motherboard- MSI H310M Pro-VH

running Win 10-64 bit
