How do I activate Windows on a secondary SSD?

I recently purchased an M.2 SSD that had a fresh copy of Windows 10 Pro already installed. My goal was to start over with the copy of Windows 10 Pro and my steam library on the M.2 card, and store everything else on my SATA drive. I'm not sure if I did everything I needed to do before the switch, but I'm now getting an error code from the new copy of windows saying that Windows is not activated and that the hardware of my device has changed. Error code: 0xC004F211

What are the steps I should take to fix this activation error? Also, what steps should I have taken to successfully meet my original goal?
