Ryzen fan issue, rumor or true?

Hi! So I'm about to build my PC. I was talking with a guy who works at a pc-shop and he told me that customers who bought Ryzen were having issue with the fan. Telling me it's doing lots of noise even when idling.
Is this problem that common? Could I juste replace the stock cooler with either Hyper 212 / Noctua L9i and it will solve the problem? Or the problem is due to how the fan is program to cool the CPU? Don't know if it could really be that though.
I was looking to buy the R5-3600. Thanks !
