If a Cpu says 1.1ghz UP TO 2.2ghz, does the processor automatically adjust its speed through these values or do I need to manually adjust the clock speed?

This is for an Intel Celeron N3450. Also, it is a laptop so that's why switching the cpu isn't possible. Sorry if this question is not for this sub.
