Budget Build For Mom (Mostly Facebook and streaming videos)

Hello! My mom's computer recently broke down and I thought I'd build her a budget one for her birthday coming up.
She only uses the computer to browse Facebook and stream videos so I don't need anything specific. My budget would be up to $400, but the cheaper the better. I'd like to get the most value out of my money though (obviously) and if I had to push it a little further past the budget I wouldn't mind.
Suggestions or links to a build are much appreciated, thank you!
